Panama City, Lynn Haven & Callaway

Public adjuster in Panama CityHurricane Isaias claims

Panama City, Lynn Haven and Callaway took the brunt of Hurricane Michael in 2018, and many homes, apartment buildings and businesses here were rebuilt or patched after long insurance fights. Isaias now adds a new round of wind and water damage on top of those repairs. We work for homeowners, landlords, HOAs and commercial owners around St. Andrew Bay who need the new damage paid without the insurer blaming it on Michael.

Hurricane Isaias in Panama City

Bay County was under the governor's emergency order and the hurricane warning, gusts topped 100 mph near Panama City Beach, and the surge there ran about 5.5 feet above normal. Bay County Emergency Management asked residents to report damage through its damage assessment form. We have not yet seen detailed damage counts for Panama City, Lynn Haven or Callaway, so photograph everything while it is fresh.

The first offer after a storm like this is often the lowest one. Before you accept a repair-only estimate or a denial, have someone who works for you, not the carrier, read the policy and walk the property.

Panama City has been here before

  1. 2018 · Hurricane Michael

Michael hit as a Category 5 with 160 mph winds, damaging more than 45,000 structures in Bay County; state regulators found 98 percent of Callaway's structures and 85 percent of Lynn Haven's homes damaged.

  2. 2004 · Hurricane Ivan

Ivan spawned tornadoes in Bay County, including one that killed two people in Panama City.

What we’re watching on Panama City claims

  • Michael repairs used to deny Isaias damage

Insurers pull the 2018 file and argue that roof leaks or cracked stucco are old Michael damage. Your repair invoices, permits and photos of the finished work prove the damage is new, and we help you gather them.

  • Patched roofs and underpaid repairs

Many Michael repairs were patches rather than replacements, and the deadlines on Michael claims ran out years ago. That makes it critical that the Isaias claim is scoped fully on its own, including code-related costs if your policy has ordinance or law coverage.

  • Claims closed without payment

State data showed 9,830 Bay County Michael claims closed without payment as of December 2019. A denial or low offer is not the last word: Florida allows reopened and supplemental claims within its deadlines, and we review closed Isaias claims at no upfront cost.

Flood and surge: Bay County participates in FEMA's Community Rating System and kept a Class 5 rating, worth a 25 percent NFIP premium discount, in its 2020 evaluation. Michael pushed 4 to 6 feet of surge inundation into the area around Panama City and St. Andrew Bay, and that kind of water is only covered by a flood policy.

Panama City claim questions

My Michael claim was underpaid. Can I add that to my Isaias claim?

No. Isaias is a new date of loss and a new claim, and the deadlines to reopen or supplement a 2018 Michael claim have long passed. What you can do is make sure the insurer does not wrongly blame Isaias damage on Michael, and that the new claim is scoped completely.

The insurer says my roof damage is wear and tear. What now?

Ask for the decision in writing along with the adjuster's detailed estimate, which Florida requires the insurer to send within 7 days after it is created. Then get an independent inspection that documents wind indicators like lifted, creased or missing shingles and damaged flashing. A public adjuster can take that evidence back to the insurer and use the dispute options in your policy if needed.

I already accepted a check from my insurer. Is it too late to get help?

Not necessarily. Florida allows a supplemental claim for additional damage from the same storm within 18 months of the October 9, 2026 landfall, and a public adjuster cannot take a fee on money your insurer paid or committed before you hired them. Have any release or final settlement paperwork reviewed before you sign it.
